Dear Mr. Fogel:
The Cornission has isseed the enclosed Amendment No.17 to Facility Operating License No. R-77 for the State University of New York at Buffalo research reactor.
The amendment consists of changes to the Technical Specifications in response to your request dated July 18, 1977 as supplemented May 19, 1978g December 29, 1978 and January 9,1979.
The amendment permits:
(1) reenabling the automatic control system, (2) deletion of the period scram and period reversal and (3) taking the effluent mtnitoring out of service for periods not to exceed four hours.
- i. o changes requested by letter dated July 18, 1977 have been deferred by mutual agr;ement until the license is renewed. The two changes are Coolant Water Temperature Scram and Natural Convection Power.
A copy of the Safety Evaluation is also enclosed.
