Dear Mr. Centon:

As a result of a recent cost and schedule analysis, we have determined that our scheduled fuel load date will be delayed five months to November 1980.

The reasons for this delay in our schedule are as follows:

1.

The project is currently two months behind schedule, and we can see no possibility of making up this current slippage.

2.

We have assessed the impact of certain plant modifications which will be required along with system modifications based on experience at operating plants, and on the recommendations of General Electric and certain other vendors.

We believe that the new fuel load date of November 1980 is a realistic target which we will meet.

However, I would like to emphasize that we have not taken into account any licensing delays which may be incurred as a result of the suspension of the NRC review of Shoreham because of Three Mile Island priorities.

The critical path to the operation of the Shoreham station, in our opinion, is the NRC Cperating License proceeding, and I would like to reemphasize our willingness to work with you in any manner possible to expedite the completion of the NRC review of Shoreham and the issuance of your Safety Evaluation Report (SER).
