Gentlemen:

This let:er serves as formal notification within the required sixty (60) day period of a change made to a commitment in Reference 1 above, which was considered to be an extension of the Connecticut Yankee Atomic Power Con'pany (CYAPCO) itodified Amended Security Plan (MASP). This change was discussed by telephone (see Reference 2 above).

The change was to remove the restriction for allowing tours in the plant and in naci t r.ular into the control room visitors viewing area prior to its being renovated to meet the requirements of Underwriter's Laboratories (U.L.)

Level IV (bullet resistant). The basis for removing the restriction on tours was the experience gained with the use of the Contingency Plan (See Reference 1). The guards stationed at the vital area doors including the Control Rocm door and visitors viewing area and also the zone guards proved that this portion of the Contingency Plan fully covered the requirements and that the restarting of the tours would not decrease the effectiveness of the Security Pl an. Additionally, the tour groups are being especially tightly screened and controlled.

. CYAPC0 will continually evaluate the effectiveness of the Security Plan as it relates to plant tours.

Further, in the interim, plant tours will not be Demitted durino ceriods when the card access computer software and hardware system in conjunction with other related functions is not operable.
