CFUR contends that the adecuacy of con-struction prr.ctices !.n these areas of non-compliance, (Lack of Organisation, 'c.'e lding, S t e e l, Groundwa ter Withdrawal, C oncre te, Expansion Joint end Frac ture Toughness fe s ting), should be included as an issue to ensure that the facility has been constructed in a mar.ner necessary to meet the requirements of Appe d x 3 of 10 CFR Part 50 and for safe operation.
