Dear Sir:
This letter is to confirm the telephone conversation between Mr.
W.D.
Johnson (NRC, Region IV) and Mr. J.P. O'Hanlon (Arkansas Nuclear One, General Manager) at 1130 on June 7, 1979.
This is reported to you in accordance with T.S.
6.12.3.1(i).
Arkansas Power & Light Co. has been informed that Electro-Motive, General Motors Corporation, as a result of extensive testing, has found that under certain repeat start operating modes, there is a possibility that the turbocharger thrust bearing could be damaged on the ANO-1 emergency diesel generator.
This damage might ultimately cause a turbocharger failure.
The potential problem occurs if the engine receivee a repeat rapid start within a minimum of 15 minutes and a maximum of 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> after a " hot shutdown" from a previous run.
When a fast start occurs during this time period, sufficient " prime" oil will have drained to retard the buildup of engine oil pressure in event that a restart is required.
At least 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> of cooling must take place before the circulating system can replace the drained oil.
ANO-1 is presently in a cold shutdown condition.
The vendor has recommended interim operating precautions until hardware modifications are made to correct the above described situation.
Applicable plant procedures will be modified to incorporate the interim precautions prior to plant startup.
