Your letter of November 15, 1978, requested that our Technical Specifications be revised to include the requirements of NUREG-0472.

In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station, Unit No.1, by submitting forty (40) copies of Proposed Amendment No. 62.
This Proposed Amendment complies with NUREG-0472 with supporting documentation of the " Process Control Program" and "Offsite Dose Calculation Manual" as it applies to the "as built" conditions at Rancho Seco and the NRC approved Technical Specifications as of July ll,1979. A Technical Specification Amend-ment issued by the NRC during the review process of this amendment will be issued as an addenda if it changes any portion of this submittal.
The magnitude of Amendment No. 62 caused the District to make a major editorial rewrite of the entire Technical Specification.
The contents of Amendment No. 62 only contain the technical changes to the license although section, figure, table and page numbers have been changed throughout the entirety of the document. These editorial changes are not considered a revision to the license but will be issued with the entire Technical Specifications to all document holders when Amendment No. 62 is approved.
The District does not intend to issue Appendix B to the Technical Specifications based on Yellow Creek Decision of the ALAB-515 dated December 27, 1978. The non-radiological discharge limits are controlled by th' California Regional Water Quality Control Board

Mr. Robert W. Reid July 13, 1979 Central Valley Region. The contract Order No. 79-03 sets the non-radiological discharge limits for Rancho Seco based on Title 40 Code of Federal Regulations for the EPA. The Order is renewable and expires January 1, 1984.
This submittal is exempt from the requested Class III fee under the provision of Footnote 2 to 10 CFR 170.22.
Footnote 2 does permit the exemption of certain types of license amendments from fees. These are:
1.
Those in fee Classes I, II and III which result from written Commission request provided that they have only minor safety significance, are to simplify or clarify the license or Technical Specifications and are being issued for the convenience of the Commission, and 2.
Orders issued by the Commission pursuant to 10 CFR 2.204.
The Commission requested this revision via a form letter from B. K. Grimes (NRC) dated November 15, 1978.
Proposed Amendment No. 62 concerns major revisions to the present program that is in compliance with lechnical Specifications Appendix B.
The District would require at least 120 days after NRC approval of this proposal to reach full compliance.
