SUBJECT:

REPORT OF ACTIVITIES AT THREE MILE ISLAND The following information is provided in response to your memorandum to the other Regional Directors, subject as above, dated April 9,1979.

1.

Time at TMI Site I arrived at the site at 1115 on April 21 and completed my tour of duty at 0230, April 30,1979.

Curing this period, I was assigned to the swing shift (1600-2400).

During this ten-day period, I worked a total of 98 hcurs including one 17 1/2 hour shift.

Summary of Activities Perfcrmed During my tour, I was assigned to the in-plant hcalth physics group.

During this period, I performed surveys in both TMI-l and 2, collected air samples, ob-served solid waste handling practices, access control, RWP implementation associated with Unit-2 decontamination activities and construction and testing of the new filter trains on the roof of the Unit-2 auxiliary building.

Sum-maries of shift activities were recorded in the IE in-plant health physics 109 3.

Craments Regarding Licensee Coerations at the Site There appeared to be a need for increased licensee involvement in the day-to-day health physics activities of various contractor groups, particularly the contract radiation safety technicians.

The licensee health physics staff did not appear to utilize available qualified radiation safety personnel fecm other utilities to the best advantage.

The licensee was slow or unresponsive in taking action with respect to ccmments by IE personnel concerning solid waste handling practices and ALARA.

Cc=ents Regarding IE and/or NRC Coerations at the Site The effectiveness and morale of the Radiation Specialists assigned to TMI would have been substantially improvea if their role and responsibilities had been moreclearly defined.

It appeared that the licensee quickly learned that no apparent penalty was associated with failure to respond to problems identified by Radiation Specialists.
