March 2 4, 1979 Commissioner J. IIendrie U. S. Nubicar R egulatory Commis sion Wa s hingt on, D. C.20555 RE: Shut down of nuc1bar plants to check cooling systems for

Dear Commissioner H endrie :

carthquake integ rity Thank you for doing what you are supposed to do as NRC - regulate the utilities and protect the public.

I am appalled at the criticism heaped on the Commission by the utilities a s, especially in the case of VEPGO, they have known that they should be especially apprehensive of earthquake integrity of their plant and all the utilitie s should have therrq s elves plann ed on a shutdown if nece s sary.

If blame must be assigned, it should be with the "c.xperts" who misused the computer.

It is ironic when the NRC does do what it percieves to be the right thing, it is unjustly criticized. A case of damned if you do, and damned if you don't.

Et t in the final tally each of us must live with our own conscier.cc and I would much rather be put on the spot for doing something right, than doin g something wrong.

Wishing you sunny skies, n
