Allied-General Nuclear Services (AGNS) had crdered ed;..
'S) elbows, 1/2", 45* butt weld, schedule 80, 304L stainieds steel, seamless, ASTM-A403, from Ray Miller, Inc. of Decatur, C mrgia, a distributor.
The elbows were ordered using AGNS Material Pedi-gree No.
3, Rev.
1, which includes identification of the require-ments for corrosion testing of the material.
The Purchase Order was identified as "O",
safety-related, and the prezisiens of 10 CFR.-~ were included as standard terms for safety-related items.
The elbows were received and passed the receiving quality control inspection on May 25, 1979 and placed in the warehouse stores as acceptable material.
All test results submitted by the product m nufacturer were denoted as acceptable.
The elbows, being "O",
safety-related, could have been used in any safety-related system ir the Separations Facility.
One week after the elbows were released following tSe Quality Con-tr,1 inspection, AGNS Procurement was notified by the distributor ti.. t the results of the test for detecting the susceptibility of 1.nnergranular attack (per AST!:-A2 6 2, Prac' ice C) were in error.
Tr-elbows, all made from material of Heat Number 53273, were certified as acceptable.
They were, in fact, rej ectable, i.e,
would not meet AGNS Purchase Order acceptance criteria.
The error apparently occurred at the manufacturer's testing laboratory durino tP-preparation of the final test report.
It appears that the sam-pie identification and description for material Heat Number 53273 w :- 7 erronecusly recorded with tnc test results from a totally un-re la ted sample.
Subsequently, che testing laboratory identified tF-error and notified the manufacturer who notified the distri-bt or.
Al_ eight (8) elbows were recovered from t.ie AGNS Warehouse and re urned to the distributor on June 6, 1979.
No further correc-ti m action is anticipated by AGNS.
