Dear Mr. Goldsmith:

At the May 2,1979 meeting held with you, the NRC Staff, LILCO, and Stone & Webster, I indicated to you that the Staff would supply certain materials to assist you in developing Suffolk's County's position on certain contentions.

I Concerning component rteiability, it is my understanding that you will undertake efforts to secure the documents you seek from the Edison Electric Institute. Relative to this subject, please find enclosed a copy af NUREG/CR-0660 entitled " Enhancement of On-Site Emergency Diesel Generator Reliability" to assist you in this area.

With regard to the Merit Computer Code, the Staff has not reviewed and approved the Merit Monte Carlo Code.

The NRC Staff does not typically review and approve criticality codes. Acceptability is based upon comparisons of code results with measured criticality experiments.

In the case of Shoreham, tb-for the Staff!s acceptance of the new fuel

_.n storage area was the Applit response to Question 232.10.

With regard to the Science article of April 28, 1918, the appropriate Staff reviewer who would address your question is currently unavailable.

I would expect to be able to provide you with a response by our next scheduled session in early June.

Enclosed, as you requested, please find a copy of Task Action Plan A-4J entitled " Seismic Design Criteria." You also requested Task Action Plan A-41.

This Task Action Plan has been dropped.

Please see the enclosed January 18, 1978 memorandum for Edson G. Case from Roger S. Boyd which indicate; why that Task Action Plan was dropped.

. In the area of ALARA, the Staff has not developed any formal documentation relative to the Commonwealth Edison program to decontaminate the Dresden i facility. However, operating experience served as the basis far Regulatory Guide 8.8, Revision 3, which the Shoreham facility meets.

Copies of NUREG-0312 entitled " Interim Technical Report on BWR Feedwater and Control Rod Drive Return Line Nozzle Cracking," NUREG-0313 entitled

" Technical Report on Material Selection and Processing Guidelines for BWR Coolant Pressure Boundary Piping" and NUREG-0531 entitled "Investi-gation and Evaluation of Stress Corrosicn Crack ng and Piping of Lightwater Reactor Plants" are enclosed as you requested.

With regard to the documents you handed to me at the close of our May 2,1979 ineeting dealing with seismic and environmental qualification programs for Westinghouse equipment, please be advised that this subject area is a part of the Staff review for the Shoreham facility. The current status of this area is summarized ir the April 19, 1979 meeting minutes prepared by the NRC Staff summariz$g a meeting held with several applicants concerning this subject area on April 10, 1979. These meeting minutes were routinely served upon your office and should answer your questions j

in this area.

The two remaining documents you requested, na.nly the final report from Brookhaven Laboratory relative to that laboratory's review of General Electri 's proposed fix for feedwater nozzle cracks, and the I&E bulletin to be issued by the Staff dealing with recently noticed control rod blade cracking will be provided to you when they become available.
