Said motion is made in consideration of 10 C.F.R. section 2.713 (a) which allows a party to be represcated by itself (its manbers in the case of an organization) or by an attorney. MVPP makes said motion because its manbers, including the attorneys, are providing volunteer time. Thus it will be impossible due to work schedules, for menbers, including attorneys to be present at all times during the prehearing ccnference and hearings. The above names individuals and the'three attorneys, Mr. James Feldman, Mr. Steven Shane, and the undersigned are all familiar with the contentions raised by m*PP and have been working on then. Thus no unnecessary confusion would result fran the granting of this notion.

However, to deny the notion would place a great hardship on MVPP, a volunteer citizens organization working without any substantial funding. The motion should be granted for the above stated reasons.
