In Septe=ber 1976, the Nuclear Regulatory Commission directed the Of fice of State Prograss to exa=ine the matter of regulatory activity in environmental decision caking and to suggest what steps could be used to i= prove it.

The s tudy plan emphasizec 4

the growing recognition that States are heavily involved in siting decisions and their priorities need to be related to Federal priorities. The study drew heavily en State e

amience which supole_ented case studies of NRC and State actions on stations receiv-ing construction permits before September 1976. Two workshops wer. held in ccajunction with-the National Gove nors' Conference and NRC used two external panels as consultarta on a) reguistory effectiveness and b) State regulatory activity involved in need for power.
