In Septe=ber 1976, the Nuclear Regulatory Commission directed the Of fice of State Prograss to exa=ine the matter of regulatory activity in environmental decision caking and to suggest what steps could be used to i= prove it.
The s tudy plan emphasizec 4
the growing recognition that States are heavily involved in siting decisions and their priorities need to be related to Federal priorities. The study drew heavily en State e
amience which supole_ented case studies of NRC and State actions on stations receiv-ing construction permits before September 1976. Two workshops wer. held in ccajunction with-the National Gove nors' Conference and NRC used two external panels as consultarta on a) reguistory effectiveness and b) State regulatory activity involved in need for power.
h study found seven main defects: Icng term plans not exposed soon enough, need for facility being litigated at Federal hearings, duplication and overlap of re-views, insuf ficient coordination among Federal agencies and States both within their a
internal systems and with each other, and a general lack of ccnfidence in regulatory W -- ~Ce ert cf 9e ravr21 aublic.

with public participation, periodic Federal regicnal assessment of State and utility plans, acceptance of.GPA related certificaticas by qualified States, =aking State de-ter=inatien of need for power binding on Federal agencies, a:ending the Ato=ic Enerrv Act to allow separation of site and f acility, ea:ly ite certification and early start of ccnstruccion of secedard units on certified sites. A Federal coordinating cou=cil system is preposed.
Sc..e ad=inis trative initiatives are outlined including early dis-clesure of plans, use of early site reviews, joint hearings cad =axi:um public parti:1-pation.
