Dear Mr. Grier:

NRC Inspection & Enforcement Bulletin No. 79-09 dated April 17, 1979, required an inspection of General Electric type AK circuit breakers.

This inspection was required due to failures of this type breaker in safety related systems.

Failure of the breakers to trip as required during undervoltage conditions was caused in part by inadequate preventive maintenance on the breaker trip shaft mechanisms.

A review of the Shoreham design has indicated that none of the type AK breakers as described in the Bulletin have been used in any of the NSS or BOP safety related systems.

The Shoreham design does utilize General Electric type AK-F breakers as field breakers for the Main Generator and for the Recirculation Pump Motor Generator sets.

These breakers are non-safet~ related and utilize a shunt-trip device.

Although the trip initiating devices for these breakers are different (shunt-trip vs. undervoltage), excessive trip shaft torque re-quirements caused by conditions as described in this Bulletin could prevent the tr'pping of the breakers.
