MEITIOPCLITAN EDISCN'S PROPOSED ACTICN ERIOR T3 'IMI-l STAR'IUP l
I was present at the NRR Staff meeting en June 11, 1979, in which represent-atives from GPU and Met. Ed. briefed the Staff on proposed actions they would take as a result of the 'IMI-2 accident.
It was decided that Met. Ed. would s
in the near future sutrait a draft comitment letter on all the items covered in the meeting. Met. Ed.'s desired startup date is August 15, but H. Denton l
indicated that there may be difficulty for his staff to complete review by then.
The general feeling of the NRR Staff was that Met. Ed may be attempting to do too much in too short a time. Highlights of the proposed actions are sumarized below:

Mr. H. Denton painted out that passing grades on oprator exaninations should be 90% rather than 70%. 'Ihe ability of an i
operator who got only 70% is questionable.

Met. Ed. plans to complete all operator retrainirq prior to restart of Unit 1.
PROCEDURE CHA'CES I
About 80 - 100 emergency procedures are being written by the engineering 4
and operational staff. 'Ihe new procedures will reflect NRC bulletin guid-ance, specifically, on adequate subcooling, continued RC pump operation, g
and non-defeat of ESF equipment. A new procedure on natural circulation will be added, and intelligence, based cn multiple plant parameters will be N
emphasized. Administratively, each shift will be strergthened by havirg a H
degreed engineer in each, ard by ensuring availability of standby personnel.
g New phone systems have been installed for NRC notification. Maintenance /
g surveillance procedures are beirg revied to insure no more than cne safety g
