MEETIiG WITH CE REGARDI'NG NATURAL CIRCULATION CONDITIONS MAY l,1979 Your detailed minutes of this meeting are quite complete, but no mention is made of one point I feel you should have brought up, and possibly did.
At TMI-2, the PORV didn't close and the Operators didn't realize it because (1) his control board lights indicated it had closed, and (2) a leak in the reactor safety valve or PORY was giving a high tail pipe discharge temperature before the accident started.
On page 2 of your notes the operator terminates the stuck open PORV event by closing the PORV block valve. No mention is made of how unambiguously this stuck open conditicn is indicated if one or both of the above TMI-2 conditions prevail. Granted the ECCS can handle it, but given the TMI experience I feel one ought to make the vendor discuss the case of the PORV staying open a long time and learn how obvious the stuck open valve is in a faulted plant.
