flRC STAFF'S RESP 0.'15E TO TWO MOTIO!15 COllCERfilliG THE APRIL 12, ORDER On May 9,1979, the Cormission's Docketing and Service Section served the Staff with a copy of a pleadir.g filed by F. H. Potthoff, III entitled "Two Motions Concerning the April 12 Order."

In his pleading, Mr. Potthoff requests (1) that the Board count the 3') days granted to him to amend his contentions from April 25 instead of April 12 and (2) that he be given a fifteen-day extension of time in which to file the amendments because he is unfamiliar with : RC proceedings and because "having to work cuts into the time" he has to resea. ch his contentions.

Mr. Potthoff's first request for relief is moot, having been already granted by this Board in its May 1,1979 Order. Ilith regard to fir. Potthoff's

_2 second request, the Staff does not believe that the reasons advanced constitute good cause for a fifteen-day extension of time. While the Staff understands the problems inherent in participating pro s_e in e complex litigation and being employed full time as well, this does not relieve participants from those responsibilities which, by petitioning for leave to intervene, they have voluntarily undertakca.
