SUMMAPY REPORT OF ACTIVITIES AT THREE MILE ISLiND Upon arrival at Harrisburg, PA on the evening of April 19, '979, I went promptly to TMI site as instructed for orientation in preparation for beginning the graveyard shift with two other H.P.'s on Friday corning, April 20, 1979.
Ecurteen straight days were worked with departure at 10:30 a.m. on Thursday, May 3, 1979. We generally arrived about a half hour before our shift began to read the log of activities of the two pre,ious shif ts and generally stayed over about lb hours after end of shirt to discuss what plant activities had taken place during our shift just completed and what knowledge we had obtained of planned plant activities for the next shift. We also discussed what we had done during our shif t from a health physics concern and what matters wa thought should be reviewed from a health physics view during the upcoming shift.
Activities perforned while on duty included:
1.
Obtaining hourly reading of gaseous, particulate, and iodine effluent monitors and relaying these readings to the ynvironmental group.
2.
Collecting particulate and charcoal sa:ples from selected in-plant locations and taking these sa=ples to the XRC Mobile Labcratory for analysis.
3.
Assisting NRC in the.acording of sources of liquid which were processed for cleanup and the subsequent release of this liquid.
4.
Reviewing RWP's written for work activities in the plant and toured work areas to evaluate the licensee's adherence to RWF requir ements.

Althcugh working the graveyard shif t and at a time when work load was heavy due to the Recovery Operacion, both of which might influence my observations, I was of the opinion thst the licensee was handicapped by the small number of TMI personnel in the health physics organization, particularly in supervisory capacities. Development and review of new procedures. orientation and coordinating the activities and responsibilities of the numerous centract H.P. 's appeared to be placing undue demands on the limited number of TMI health physics supervisory personnel.
I believe that a reduction in our personnel is in order and can be accomplished and still ensure the public health and safety.
In support of this it is noted that a particulate and charcoal filter system insrallation is completed for the Unit 2 condenser exhaust and a simda system was nearing completion for the plant stack.
Further; change out of the existing particulate and charcoal filters in the exhaust system for the auxiliary and Fuel Randling Building was nearing completion.
