Sunmary of Activities Performed:

Assigned to in-plant hea'.th physics group with responsibility for reviewing the health physics activities of Units 1 and 2.

Reviewed survey data, clothing and respirator equipment requirements and individual dose infomation associated with work in Units 1 and 2.

Reviewed RWP's and made entries into Units 1 and 2 Auxiliary Buildings to verify that the workers were following the RWP's.

Reviewed liquid and gaseous release permits and verified that releases were within Technical Specification limits.

Collect independent samples of liquids being released for analysis by the NRC lab and performed independent radiation and contamination surveys in plant to verify the areas were properly posted and controlled.

Coments Regarding Licensee Oper;tions:

Three specific concerns I have are:

(1) lack of licensee inyt svement in the health physics activities of Unit 2.

This has resulted in lack of direction for the program and inconsistancies among the licensee and the vamous contract health physics groups; (2) lack of knowledge of Department of Transportation regulations regarding the shicment of radioactive material possessed by license-:

JUN 121979 s personnel who certify that shipments meet DOT requirements; (3) the licensee has failed to perfom a detailed assessment of extremity exposeres, skin exposures and exposures to the lens of the eye. The monitorir.g devices worn may not have been in the proper position and the possibility of overexposure exist, (i.g... beta exporure to the eyes received by personnel who entered the Unit 2 Aux Building wearing the " bubble suits" and perfomed work in highly contaminated areas changed out Aux Building ventilation filters, or extremity exposures received by personnel walking through areas wnere the dose rates at the floor were greater than 150 Rad /Hr beta and 100 R/Hr gama).

4 Coments Regarding IE/NRC Operations:

The IE inplant Healtn Physics group is still operating in an emergency mode, in that the group is functioning as assistants te the licensee and his contractors. We are identifying problems, notifying the proper individuals, suggesting corrective action and following up to ensure the problem is satisfactorily resolved.

IE snould be in a comoliance mode, particularly for Unit 1.

IE should formally be notifying licensee management of nonccmplaince items. Written responses should be required.
