REPORT OF ACTIVITIES AT THREE MILE ISLAND This raport is provided in accordance with the request of Region I announcement No. 79/20 of the same subject.

Summary of Activities Perfomed While on Duty Aoril 29,1979 Upon arrival at Observation Center, licensee representatives assigned to review post-event instrumentation and computer data were contacted.

The GPU personnel involved were beginning initial data reductio ~i from Reactimeter tapes with only minimal amounts of data already reduced.

Liaison with this group was continued while assisting with suoport of Congressional briefings conducted during the afternoon.

The GPU data analysis team joined a B&W team at the Security Processing Center on the island.

I accompanied these teams during t.Mir reviews through approximatelf 2100.

During this period continuous communications had not yet been established between the Region I personnel in the Unit 2 Control Room and Region I personnel at the Observation Center.

Ccmmunications were passed between these locations through me using the plant's internal communications equipment and NRC radio equipment.

Aoril 30 - May 4,1979 01 duty in the Unit 2 Control Room during day shift periods.

Principal assignments included: liaison with licensee regarding radiogas efflue.nt control and NRC notification of anticipated or unanticipated releases; providing liaison between licensee and NRR personnel in the control room for tra.asfer of technical information; limited involvement in review of temporary operating and modification procedures; and general liaison with control room operators and supervision for data acquisition and transfer to NRC personnel offsite.

The major evolutions occurring during this time period included:

Gas Decay Tank sampling and venting; Hydrogen Recombiner histallation and startup; RCS, Reactor Building, and general sampling; monitoring of the Reactor Vessel hydrogen bubble and associated dCS degasification; initial in-containment instrumentation failures; and reffiling of Barated Water Storage and Na0H tanks.

Comments / Observations Recardine W ensee Ouerations at the Site The licensee continued to maintain a positive and cooperative attitude toward both the NRC activities and plant operations during this period.

Although extremely high levels of activity and large numbers of outside personnel were involved, all levels of the licensee's staff were responsive to both the necJs of the plant and the contact with NRC, contractor, and engineering staff personnel.

The licensee's response to unanticipated developments in plant operation and racovery during this period generally appeared to be appropriate to the circtmstances and information on hand.

Some difficulty was enccuntered in interfacing with the various groups in the Control Room who were pro-viding technical guidance or assistance. The licensee's organization eventually evolved sufficiently to support these interfaces with personnel having sufficient authority and responsiblity to act for the licensee while effectively minimizing the total number of personnel involved.

4. Comments / Observations Recardino IE/NRC Ocerations at the Site During the first week following the accident, IE and NRR had numerous perscnnel in the 'Jnit 2 control room but no formal chains of communication had been established with control room super:
