SUBJECT:

ACTIVITIES AT THREE MILE ISLAND 1.

Narrative of Time at TMI:

Arrived in the Harrisburg area at approximately 3:30 p.m. on April 26, 1979, and departed the site at 9:00 a.m. on May 11, 1979.

In-processing took place from 11:00 a.m. to 3:00 p.m. cn April 27, 1979, and work began on the midnight shift (10:00 p.m.

to 9:00 a.m.) the same day.

Summarv of Activities Performed:

Assigned as Team Leader for the mid shift Environmental Monitoring Team.

Routine duties included dispatching the field monitoring team, directing environmental soil, vegetation and air sampling activities based on field surveys and TLD results. Maintained a shift environ = ental log which included meteorological data, ground survey data and important shift activities.

Prepared an environmental shift su= mary each day for the IE Directcr's briefing.

Received environmental survey results from other local and governmental agencies (EPA, State of Pennsylvania DEH).

Incorporated meteorological data and environuental survey results f rom TLD's, ground surveys, aerial flights, etc., in the updating of the Three

. ' Island PN.

Prepared an environmental summary for the NRR. uly report.

Non-routine duties included dispatching the NRC survey team to specific areas when inf ormed by in-plant HP inspectors of an activity that could result in a release.

Dispatched special AMS aerial surveys during releases. Directed special ground surveys and air sampling during and after potential releases. Other activities as directed by the Environmental Group Leader.

Comments on Licensee Operations:

No direct contact was made with licensee employees, except for administrative purposes

The lack of coordination /

connunication between licensee employees and IE in-plant personnel had not improved since the first tour by the undersigned on March.' - April 13,1977 However, during this tour there were fewer t;mor releases.

In these instances, the Environmer.tal Group was unable to anticipate 'ie rel 4eas and the surveys were done after the fact.

Cocments on IE Ooera-ions:

IE environaental survey teams were able to identify pla - dire. tion and radiation exposure rates by direct radiation readings at ground level, and were able to determine airborne radioactivity concentrations (particulate and iodine) through the use a: air sampling equipment furnished by DOE.

Because of the installation of an addl.tional air filtration system which resulted in lower concentrations in the ef fluent air, and lesser frequency of releases, the mid shift was able to cut back on the routine envitenmentsi nonitoring effort to one survey and one air sa=ple per shf.f t.

IE in-plant operations inspectors were eff ective in keepin<, the IE Environmental Group informed as to wea:her status, in-olant radiation levels and plant activities whice could have an effcet on environmental radiation levels.
