REPORT OF ACTIVITIES AT TMI UNIT 2 This memo is submitted in response to RI Announcement No. 79/20, dated April 17,1979.
1.
Narrative of Time at the TMI Site I arrived on site April 5,1979 at 3:00 a.m. and departed on April 7,1979 at 10:00 a.m.
I was again dispatched to the site on April 18, 1979, arrived at 12:30 p.m. and departed on April 20,1979 at 5:00 p.m.
2.
Summarv of Activities Performed a.
Liaison with licensee personnel.
b.
Liaison with NRR.
c.
Liaison with RI and IE:HQ.
d.
Liaison with IE Trailer City.
e.
Monitoring of licensee control room activities f.
Provided assistance to NRR and IE personnel by obtaining information and/or technical documents and prints.
g.
Review of T.S. to determine applicability to plant status.

Comments /0bservations Recardina Licensee Ooeration The licensee performed with professionalism and cooperativeness during a.
both of my assignments.
b.
There seemed to be an excessive number of NRC and other personnel (subcontractors, etc.) during the first day of my initial visit. This added to the confusion of the overall operation of the unit.

Comments About NRC Ooerations at Site During such events the NRC and the licensee should immediately establish a.
one P.R. release point to insure that conflicting informatMn is not pu bl i ci. ed.
I also feel that at least one technical person should be assigned to the P.R. rran to insure that published information is techni-cally correct, this i. recommended for even daily P.R. activities.

It appeared that there were so many NRC personnel at site with many different regulatory viewpoints and inputs to the licensee that even the most mundane everyday activity could not be accomplished by the licensee without several levels of review or approval.
c.
Communication between on scene personnel, IE:HQ and IE on scene super-visors should be examined to insure infomation is not bypassed.
