REPORT OF ACTIVITIES AT THREE MILE ISLAND The following information is presented to satisfy the reques; in your April 9, 1979 memorandum.

Tour One: April 6,1979 to April 19, 1979. Shift worked was 0000 - 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br />.
My assignment was in-plant health physics surveillance a'. the Unit 1 facility. A total of 161.5 hcurs was worked during this tour.
Tour Two: May 14, 1979 to May 24, 1979.
Shift worked was J000 - 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> again, i'y assignment was the in-plant health physics surveillance for Units 1 and 2 control points, and all contractual effort being carried on at the site. A total of 106 hours0.00123 days <br />0.0294 hours <br />1.752645e-4 weeks <br />4.0333e-5 months <br /> was worked during this tour.

Sumary of Activities Performed Tour One:
During this tour, health physics surveillance was maintained over activities regarding work in the Unit 2 refuelir.g pool tank instal-lations, the collection of Unit 2 reactor coolant satples, clean-up of Unit 1 auxiliary building, hot trash ccmpaction, and the preparation of RWP's and radiation exposure records.
Tour Two:
During this tour, health physics surveillance was maintained over activities at Units 1 and 2, CAP-GUN operation, the NSS doghouse operations, VIKEM and Catalytic contractual work.
Effort was expended on the respiratory protection program associated with the clean-up of the Unit 2 auxiliary building. Also considerable time was spent on personnel exposure controls and procedures associated with work being conducted under various RWP's.

Coments Recardino Licensee Ooerations at the Site It was apparent that the licensee needd a better organizational structure in their health physicsprogram, particularly with respect to administering activities performed by contractor organizations.
The coordination among the operational groups was weak or missing.
Some of the work being done by the IE in-plant health physicists should be done by the Met-Ed staff personnel.

Comments Recardina IE and/or NRC Ooerations at the Site A more positive orientation or direction should be given to IE staff members arriving on site. The IE mission was never clearly explained as to what our function was as related to the licensee's activities.
A better rotational system should be worked out for the in-plant health physics staff so individuals will have the opportunity to work on all three shifts during the various tours of duty at TMI.
