S"- ary of Ac'.ivities Performed: Assigned to in-plant Health Physics coverage with responsibility for reviewing both Unit 1 and Unit 2 health physics activities. Routine activities included review of RWP's at all five dose cortrol points, including survey data, clothing and respiratory equipment requirements,and individual dose history infor=ation contained therein. Other activities included observation of primary coolant sampling procedure, trash compaction and storage, EP coverage of radiography activities, and taking independent radiation readings at various locations including Unit 2 personnel hatch.
Observed preparation for and control of Presidential Cc= mission's tour on May 17, 1979.

MAY 311979 surveying of Unit 1 Auxiliary and Containment buildings. Observed each of three committee groups during parts of their tour.
Made entries into Unit 2 Auxiliary Building on Scott air pac and Scott iodine canister respiratory equipment to ascertain number of i alocked 1R/hr or greater areas. Also noted extensive use of f
unapproved Tygon air line tubing.

Comments Regarding Licensee Operations: Two specific items of concern were the use of non-NIOSH approved air lines ac! the presence of unlocked, greater than 1R/hr areas in the Auxiliary Building. At the end of my tour, both of these concerns were in the process of being rectified.
Some general concerns were: a) lack of ce==unication between responsible health physics groups, b) lack of communication between operations personnel and health physics, and c) lack of licensee awareness of and responsibility for HP activities in Unit 2 Auxiliary Building.

Comments Regarding IE/NRC Operations: Lack of coc=unication was also a problem >1 thin NRC.
The in-plant HP inspection force shifted into a complianet node of operation during my tour. A few days aftervard, it was apparint that we were the only group prepared for such a change.
In my opiniot, health physics coverage is of much greater importance than operaticis coverage at this stage of the recovery program. To cut back in-p Lant HP inspector-hours may not be in the best interest of everyone c >ncerned in light of the potential consequences.
