REPORT OF ACTIVITIES AT THREE MILE ISLAND

Period from April 8-22, 1979 1.

Arrived at site 7:00 a.m.

(4/3), departed site 3:30 p.m. (4/22).

Assignment - Inolant H.P. shift supervisor, dayshift.

The licensee's biggest problem (H.P.) throughout this period was the assimilation of large numbers of additional, constantly changing, outside personnel into the H.P. organization while attempting to conduct the H.P. program under trying conditions.

Licensee management was not extremely successful in achiev1.ng this task.

The licensee's H.P. organization and consequently the H.P. program suffered considerably for lack of a well defined organization and clear areas of responsibility.

The NRC was faced with much the same situation as the licensee in attempting to function in an unusual situation while putting together an organization to do so.

The NRC fared somewhat better than the licensee but would hare benefited from better projection of future organizational de= ands.

The licensee's H.P. program was better organized than during my first visit although overall management of the H.P. program was still weak.

Responsibilities within the organization still were not always clearly understood and no apparent attempt was being =ade to evaluate the conduct and effectiveness of the program by =anagement.

The licensee was still responding to problens brought to their attention instead of identifying deficiencies on their own.

The XRC H.P. program appeared to be suffering somewhat from a dearth of reactor H.P. talent.

Several reactor H.P. inspectorshad been assigned to the investigation leaving a larger percentage of materials, fuel facility, and relatively inexperienced reactor H.P. inspectors inplant.

These individuals, in some instances, were prone to overindu'gence in isolated aspects of the licensee's H.P. activities without apparent appreciation of their effect on the overa31 H.P. program.

Hopefully this problem will be resolved as the number of onsite NRC H.P. personnct are reduced.
