SUBJECT:
SUMMARY
OF ACTIVITIES WHILE AT THREE MII.E ISLC I arrived at Ihree Mile Island at about 9:00 p.m. on the evening of April 11 and departed at about 6:00p.m.. on April 26, 1979.
Nor=al times on duty were from 7:00 a.m. to 5:00p.m. each day, including Saturdays and Sundays. During this period I wcs on duty a total of 97 regular hours and 52 irrewlar hours onsite.
Activities perfor=ed while at the site included reviews of Metro-politau Edison prepared operating and emergency procedures along with personnel from NRR.
Time was also spent in the Control Room observing operations activities and checking plant status. Operating personnel were observed to be alert and responded knowledgeably to inquiries concerning the status of activities in progress.
In the review of procedures the turn-around-time in nany cases was too shcrt to adequately review them. Also, changes were =ade to the procedures af ter the NRC review, that required subsequent NRC review prior to signoff.
C~anications onsite could have been i= proved to better inform NRC personnel on plant status and planned modifications that would require changes in operating and emergency procedcres. Also, the NRC organi-zational chart showing how the various NRC groups interfaced, and the activities performed by each would have been helpful to the newcocer.
