REPORT OF ACTIVITIES AT THREE MILE ISLAND The following information is presented to satisfy the request in your April 9,1979 memorandum, subject as above, sent to the other Regional Directors.
1.
Time at TMI Site Initially I arrived at the site at 7:00 am on April 24, 1979.
I worked on the day shift continually during the period April 24 through May 7 (14 days). My normal work day started at 7:00 or 7:30 am.
Curing these 14 days I worked a total of 151 hours0.00175 days <br />0.0419 hours <br />2.496693e-4 weeks <br />5.74555e-5 months <br />. On April 28 I worked a 17 hour1.967593e-4 days <br />0.00472 hours <br />2.810847e-5 weeks <br />6.4685e-6 months <br /> shift.

Summary of Activities Performed My primary effort was directed to activities in the Unit 2 facility.
Considerable time was spent on the respiratory protection program, particularly as it pertained to the decontamination effort performed by Vikem under a Westinghouse contract.
I also followed the use of service air for respiratory protection, including the analysis of service air samples. A significant arount of time vas devoted to the decontamination effort on the fuel and auxiliary buildings of Unit 2.
All aspects of the decontamination were examined including procedures, respiratory protection, surveys, personnel exposures and protective clothing requirements. Some effort was directed toward the new filter trains on the roof of the Unit 2 auxiliary bui'iding and the associated effluent monitoring instrumentation.
During the change to natural cooling I was involved in surveying the Unit 2 turbine building.
I devoted some time to observing activities at the control point er. trances to the fuel and auxiliary buildings of Unit 2.

Comments Regarding Licensee Operations at the Site There was an obvious need fot the licensee to improve his organi-zational structure particulariy with respect to administe.'ing activities performed by contractor organizations. There also appeared to be a lack of coordination among the various licensee groups. The latter situation is best illustrated by the fact that the radiation safety personnel, in many instances, were not in-fomed of upcoming activities impacting upon their operations in a timely manner. Some radiation safety technicians supplied under contract needed additional training to perform their assigned tasks in a satisfactory manner. The licensee would probably benefit frem a more positive response to suggestions from IE Radiation Specialists.

Coments Regarding IE and/or NRC Operations at the Site Changes in the site organization and supervision would have *esulted in more efficient use of Radiation Specialists assigned to TMI.
There appears to be a need for IE to change its method of operation under similar situations in order to take advantage of our responsi-bilities and our staff capabilities.
The relationship of the NRC to the licensee under emergency circumstances needs to be clarified so that we do not assume responsibilities for matters which legally belong to the licenses. Our stature should be one of examining licensee actions orier to initiation or implementation and reviewing the results.
