n MEMORANDUM FOR:

3. H. Grier, Director, RI g

A. 3. Davis, Chief, Fuel Facility and Materials THRU:

Safety Branch FROM:

W. L. Axelson, Radiation Specialist SU3 JECT:

REPORT OF ACTIVITIES AT THREE MILE ISLAND I arrived at the IMI site at approximately 1700 on March 30, 1979.

I was assigned to the third shif t with Mr. D. Neely, as part of the in-plant health physics team.

Mr. Neely assigned me as the co==unicator for the shift.

I remained the ce=unicator for one week and then was reassigned to observe Unit I health physics operations.

I remained in this assign =ent for the re=aining tour of my duty.

I departed TMI on April 13, 1979.

My main responsibility as co==unicator was to accurately report informatica to the I&E Headquarters trailer.

In addition, I assisted Messrs. D. Neely and D. Miller in their assign =ents.

As the inspector of the health physics program, I observed mostly Unic 1 health physics and radwaste operations.

Cc==ents, observations, and reco=endations made d ring my inspections were documented in the NRC Unit 1 and Unit 2 logbod.s located in the Unit 1 centrol room.

In general, my main concern was helping the licensee regain management controls over the Unit 1 health physics operations.

Management controls over these operations were non-existent for the first 10 days. The licensee was regaining management controls by April 13, 1979, but much = ore attention was needed.
