SUBJECT:
REPORT OF ACTIVITIES AT THREE MILE ISLAND (Duane C. Boyd, Reactor Inspector, Regian III)
This is a simary of my second tour of duty at the Three Mile Island site. This assignment began on April 19, 1079, and ended on April 29, 1979.
Time wise each day was as follows:
Arrived at NRC trailer 3:00 p.m.
for update of plant status and any special information or instruction; turnover relief in Control Room at approximately 3:30 p.=,; relief crew arrived at approximately 11:30 p.m.,
debrief in NRC trailer by 12:00 sidnight. Thus, each day, including travel time was ten hours (travel time was 30 minutes one way).
Duties included the following: Obtain and transmit key plant parameter data; pursue information per special request (NRR, IE Headquarters, etc.); review and approval function on plant procedures; visual verifica-tion of status and quality of =odifications to plant syste=s; provide lisison between license.e and various NRC groups.
Licensee performance, while still somewhat substandard, has shown some improvement since my initial tour of duty (April 1-7, 1979).
The licensee organization does not appear to be as "over whel=ed" by the cagnitude of simultaneous efforts as they were previously.
They also have prepared more canageable packages for the shift supervisor to handle and their job completion time estimates are more realistic, in other words they have adapted well to the situation.
One area of concern exists and that is the number of hours of work and the pace established for me=bers of the licensee's supervisory staff.
Signs of fatigue were evident - the NRC's concern is in regard to the fatigue effect on individual judgement.
This concern was unofficially discussed with cembers of the licensee's management. The licensee's management indicated that they were aware of the problem and were implementing a work schedule where one day out of seven would be a day of rest.
They also indicated an intent to cut back to 10 hour1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> shifts for most of their supervisory personnel.
