THREE MII.E ISLAND 2 ASSIST INSPECTICN I was et Harrisburg from April 23 thru May 6, 1979, on the control room inapector vacch at Three Mile Island 2.
My observations of activities there are as follows:
1.
The housekeeping in the plant was very poor and the attitudes toward hcusekeeping were poor.
2.
Shif t turnovers were ecmplete but took a long time and were very infor=al which tended to lengthen them.
3.
There appeared to be cuch duplication in data taking between the licensee, GPU, B&W, and the NRC.
4.
NRC should assure that there are adequate people qualified with the Scott Air Fact and gas tasks to cover events when needed.
5.
The NRC's organizational structure did not appear to be clearly defined.
I found that the inspector in the control room would get requests but would have no authority to carry them out.
There should be an effort made to better spell out these. requests in the daily planning neetings with the NRC and the licensee so that all parties are aware of the requests.
