SUMMARY

REPORT OF ACTIVITIES AT TMI

March 28 - April 14 j

Francis M. Costello 1.

I arrived at the TMI site at 1130 on March 29, 1979.

I stayed tnere until 0900 on April 9 at which time I returned home.

I returned to the site at 0700 on April 12 and stayed there until April 26.

With the exception of a radiation survey around the site which I conducted with Barry O'Neill on March 30 from 1100 - 1300, I operated the mobile laboratory. -

I was not in a position to directly observe licensee operations at the site. However, I was able to observe the operations of licensee contractors who operated labs similar to our own. While these laboratories were being operated by the contractors pro'assional personnel, I feel that a good job was being performed and reliable data provided. However, these contractors employed individuals with little training or experience in operating counting equipment, often on back shifts.

I do not feel that these individuals were adequately trained for the analyses they were asked to perform.

I have several observations regarding ?!RC operations at the site. These are confined to my limited view of what happened.

a.

Comunications during the early days was very poor because of the very limited range of our radios. Whel the Forest Service provided their radios, this problem was overcome.

b.

Maps of the area were unavailable to us when Barry O':leill and I tried to survey around the site. This made the survey more difficult.

c.

During the first several days, there was a clear lack of a focal point for the news media at the site. As a result, many different flRC personnel were trying to answer questions.

This both interrupted their work and added to the news media's impression of confusion.
