finding to determine what the facts are regarding the occur-rence Ito build a description as to what transpired.
Later they will try to compare what transpired against the require-ments in the license and regulations.
Tht,y are looking at the licensee's actions, at facts associated with whether he

has performed in a manner consistent with his license.
They are not looking at NRC, I&E., how NRC responded, how local authorities responded, etc.
John indicated he was going to try to write up for the E.I Commission what IE was and was not doing, but had not yet 7.

They are in the process of interviewing 15-20 people.
They are using the team approach, i.e.,
two or three people doing

Generally, they have two technical persons

and one with investigator background.
The person inter-viewed is asked if he has any objections to the interview being taped.
After the report of interview is tran:3cribed, the interviewee is asked to read it over and see if there

But they are not
.taking sworn affidavits on formal signed statements.because J--
they feel people will tell more in an informal environment.

Subsequently, they will focus on why it was turned, They do have an early set of interviews of 4 or 5 people --
those who requested that statements be taken from them right away.
This was not an interrogation, hut only statement-

John said that IE believed it was acting as required by its

They will be

John stated that such a group might well want to replay the same ground as IE and interview the same people.
Standards George Sege spoke to Bob Minogue of OSD about what that

Each AD and Branch Chief has been requested to look at Reg Guides that might require changes in' light of TMI.
