Dear Dr. Davis:
The Cennission has issued the enclosed Amendment No. 4 to Facility Operating i
License No. R-97.
The amendment consists of changes to the Technical Specifications (TS) in response to your request of September 13, 1978.
The amendment revises the TS to incorporate organizational changes, reac-tivity limits and surveil f ance changes and to permit a two mode power opera tion. Mode 1 will be at power levels not exceeding one mecawatt and Mode 2 applies to power levels above one megawatt and not e(ce(ding five mega-watts.
In telephone conversations with you, it was agreed that the section of your j
application dealing with Radiographing Explosives be retracted, therefore, we have not modified that section.
We found it necessary to make certain changes to your proposed TS. These changes have been discussed with and agreed to by you.
A copy of the related Safety Evaluation is also enclosed.
