Dear Mr. Benson:

The Nuclear Regulatory Commission has instituted a Special Inquiry to review and report on the accident which took place at the Three Mile Island Nuclear Station Unit 2, beginning on March 28, 1979. A primary objective of the inquiry is to make factual determinations concerning:

the actual events that occurred and their causes; the actions of utility and Commission personnel before and during the accident; the emergency actions taken by the various Federal, State and local agencies that responded to the accident; the offsite impacts of the acci-dent; and the effectiveness of comunications.

As a part of this special inquiry. members of the NRC investigative team will be contacting your agency shortly in an effort to learn the details associated with the actions taken by your organization in response to the Three Mile Island accident.

We would very much appreciate your cooperation in this endeavor.

In this regard, it would be helpful to coordinate future contacts with one person within your organization. Therefore, we would appreciate it if you would fur-nish us with the name, title, and telephone number of the individual so desio-nated, as well as any other person that you deem appropriate. The information gathering phase of the inquiry will begin early in June and will likely be essentially completed by September.

We appreciate greatly your full cooperation.

If you or your staff have any questions regarding this inquiry effort, please don 't hesitate to call me at (301) 492-8'302 or Malcolm L. Ernst at (301) 492-8942.

Sincerely,

,(Signed) E. Kevin Comell I$G E. Kevin Cornell O s c>a g Oeputy Executive oirector 2 6 5 01 a s
