Dear Dr. Lundin:
In a May 22, 1979 letter, you requested a copy of NRC's plan for responding to an emergency situation such as TMI-2, and a detailed summary of NRC 's actions in response to notification of the emergency of TMI'2.
In answer to the first question, two items are entiosed.
The first is a copy of NRC Manual Chapter 0502 enti' led, "NRC Incident R^sponse Program" which describes the purpose, scope,
.;tives, and authorities of the program.
The second item is a copy of the NRC Headquarters Incident Response Plan, which became effective on January 15, 1979, and was used during the TMI incident.
In response to the second question, the IE investigation of TMla2, currently undenvay, will include information as to the chronology of events and actions taken in the NRC Operations Center during the early hours of the TMI incident.
When that investigation is completed, copies of the report will be fonvarded to the President 's Commission.
In the interim, enclosed is a copy of preliminary chronology prepared by the Office of Management and Program Analysis on April 9,1979.
This chronology was developed during the period immediately af ter the incident and provides a fairly detailed description of events as they transpired at NRC Headquarters for the first five days of the accident.
The chronology gives special attention to various notifications and responses.
However, this document is not an official statement; that will be prepared by the Office of Inspection and Enforcement and other internal investigations now underway.
A similar letter was sent to Boyce Grier, Director, Region I, requesting the same information.
Mr Grier's office is preparing a reply which will address the questions from the Reaional Of fice 's perspective.
