Dear Mr. Tirana:
The Nuclear Regulatory Comission has instituted a Special Inquiry to review and report on the accident which took place at the Three Mile Island Nuclear Station Unit 2, beginning on March 28, 1979. A primary objective of the inquiry is to make factual determinations concerning:
the actual events that occurred and their causes; the actions of utility and Comissior personnel before and during the accident; the emergency actions taken by the various Federal, State and local acencies that responded to the accident; the offsite inpacts of the acci-dent; and the effectiveness of connunications.
As a part of this special inquiry, members of the NRC investigative team will be contactino your acency shortly in an effort to learn the details associated with the actions taken by your organization in responee to the Three Mile Island accident.
We would very much appreciate your cooperatirn in this endeavor.
In this regard, it would be helpful to coordinate future contacts with one person within your organization. Therefore, se would appreciate it if you would fur-nish us with the name, title, and telephone number of the individual so desig-nated, as well as any other person that you deem appropriate. The information gathering phase of the inquiry will begin early in June and will likely be essentially completed by September.
