I The Nuclear Regulatory Commission has instituted a Special Inquiry to review and report on the accident which took, lace at the Three Mile Island Nuclear Station Unit 2, beoinning on March 28, 15 A primary objective of the inquiry is to make factual detenninations concer...ng:
the actual events that occurred and their causes; the actions of utility and Commission personnel before and during the accident; the emergency actions taken by the various Federal, State and local agencies that resp nded to the accident; the offsite impacts of the acci-dent; and the effectiveness of communications.
