Dear Mr. Wilcox:

The Nuclear Regulatory Commission has instituted a Special Inquiry to review and

report on the accident which took place at the Three Mile Island Nuclear Station

/

Unit 2, beqinning on March 28, 1979. A primarv objective of the inquiry is to

/

make factual determinations concerning:

the actual events that occurred and their causes; the actions of utility and Comission personnel before and during

/

the accident; the emergency actions ta<en by the various Federal, State and local agencies that responded to the accident; the offsite impacts of the acci-dent; and the effectiveness of communications.

As a part of this 4pecial inquiry, members of the NRC investigative team will be contacting your agency shortly in an effort to learn the details associated with the actions taken by your organization in response to the Three Mile Island accident.

We would very much appreciate your cooperation in this endeavor.

In this regard, it would be helpful to coordinate future contacts with one person within your organization. Therefore, we woult' appreciate it if you would fur-nish us with the name, title, and telephone number of the individual so desig-nated, as well as any other person that you deem appropriate.

The information gathering phase of the inquiry will begin early in June and will likely be essentially completed by September.
