Dear Mr. Weaver:
The Nuclear Regulatory Comission has instituted a Special Inquiry to review and report on the accident which took place at the Three Mile Island Nuclear Station Unit 2, beginning on March 28, 1979. A prirsary objective of the inquiry is to the actual events that occurred and make factual determinations concerning:
their causes; the actions of utility and Corraission personnel before and during the accident; the emergency actions tiken by the various Federal, State and local agencies that responded to the accident; the offsite impacts of the acci-dent; and the effectiveness of corrnunications.
