Dear Mr. Deutsch:
The Nuclear Regulatory Commission has instituted a Special Inquiry to review and report on the ascident which took place at the Three Mile Island Nuclear Station Unit 2, beginriing on March 28, 1979. A primary objective of the inquiry is to the actual events that occurred and make factual deteminations concerning:
their causes; the actions of utility and Comission personnel before e.. during the accident; the emergency actions taken by the various Federal, State and local agencies that respondH to the accident; the offsite impacts of the acci-dent; and the effectiveness of communications.
