SUBJECT:

Three Mile Island Nuclear Facility Accident

(@

CD

Dear Congrassman Livilston:

.is neacrandtzn is in response to the recent proble:::s at ti.a Three dile Island Huclear Facility. W have a test facility wnich is used to test concretes and coatings st jceted to concitions of pressurtzed steam and chemical at:aospheras specifically cyclea to represent accident conditions in nuclear facilities.

In response to press releases, we started up a simulation on Friday, April 6 and atterpted to centact responsible technical staff working with this problem.

I refer to the gentleeten below as; being particularly anxious to be helpful to our organization.

Hcwever, in spite of our efforts, we were unable to either obtain cata or input expertise into the site team.

In three years we have accumulated a large backlog of failure conditions when entrained gases occur within concretes and costings. Failures in the integrity of the exposed st.rft.ces of cor.cretes cause massive cleen-up problems at the very least.

I would like to discuss this situation further with you especially in vias of the ',laterford projects going up outsido of metro Mew Orleans.

If you have any questions concerning the simulation, we can supply detailed catarials and engineering inforcatica.

Respectfully yours, W

Charles A. Frenzal, President CAF/sw cc: Joe Halapatz of N.R.C.
