DAVIS-BESSE 1: Proposed Change to Technical Specificatior.s Governing Isolation of RCS Make-Up and RCP Seal Injection By letter dated March 23,1979 (copy enclosed), Toledo Edison requesi.ed certain changes in the Davis-Besse 1 Technical Specifications. These~
changes fell into four general areas, of which, the first three are un-related to the review of responses to the Comnission Order of May 16, 1979.
The fourth item, however, appears to fall within the scope of your rei Aw, This is because it relates to the conditions under which the highhead RCS makeup pumps are automatically started on loss of offsite power (you will recall that the Davis-Besse 1 HPSI pumps only have a pressure capability of about 1600 psig); and to the conditions under which RCS makeup, and RCP seal supply and return are isolated.
Because of the above, it is requested that you perform the review of the acceptability of Item IV of the enclosed letter and address the matter in your safety evaluation.
If you conclude that the proposed change is acceptable, please provide us with a written Safety Evaluation setting forth the bases for this conclusion.
This Safety Evaluation should be furnished to us on a schedule c'onsistent with when you believe the change should be implemented.
If additional information is needed, please pro-vide written questions to either Guy Vissing or Jerry Zwetzig.
Please note that a preliminary review of this matter was conducted by Ed Butcher of the Plant Systems Branch, DOR.
I recommend that he be con-tacted by your reviewers, so that he can supply the information he has developed thus far on this matter.
