St. Lucie is ready to restart from refueling Monday, May 28. Problems exist:
1.
Exams for new operators ecently given (routine, not TMI) indicate less than 50% qualified (7 of 12 fail).
2.
u.. 'erstand that there is a shortage of licensed operators to the point of scme overtime is involved (we do not know how much).
3.
If we add an additicaal operator to manipulate AFW then either:
a.
they must designate a utility operator and train him; g+

b.
they must further extend the existing LO.
4.
Ti results from this test indicate a need to audit capabilities of existing LO. OLB, however, is severely stretched on many other fronts.
5.
Apparently FPL management is not paying enough attention to training, else they would not have certified these 12 new people as safe and competent operators.

We probably could license at this time at least two of the 12 examinees; the other 3 will need further review by P. Collins.
