REVIEW CONSIDEPATIONS FOR PLANTS NEARING OL DECISION DATE As discussed in ir.eeting in R. Boyd's office, we are commencing prepara-tion of activities needing attention before OLs are issued, in light of the TMI-2 experience. Within our assigned review areas, we are consid-ering the following aspects.
1.
Operator Licensing, including:
a.
Training Requirements b.
Regulification Requirerents c.
Examination Scope and Content d.
Attitudinal Reinforcement 2.
Administrative Controls, including:
a.
Operating Procedure Type and Content b.
Emergency Procedure Type and Content c.
Lock and Tag Procedure d.
Shift Turnover Procedure 3.
Quality Assurance for Operations 4.
Initial Test Programs, including:
a.
Preoperational Test Program Pesults b.
Startup Test Program Content c.
Overall Program Review 5.
Technical Qualifications, including:
a.
Methods of Determination b.
Provisions for Rapid Augmentation Within each of the above aspects, we shall develop specific items to be settled before OL issuance.
When possible, these items will define requirements to be met or actions to be taken; in some cases, they may merely reflect the need for trore study.
We will have a first cut at this list by the end of this week.
