Dear Mr. Lowi and Ms. Selvaggio:

This is in response to your letter dated March 16, 1979 in which you requested, pursuant to the Freedom of Information Act, a copy of all files in the NRC, indexed or maintained under the name of Cornell University and relating in any way to Cornell University or its personnel from 1968 to the present. The documents identified ori Attachments 1, 2 and 3 are subject to your request. Arrangeroents have been made to give access to these documents at the Olin Library at Cornell University. Please contact Ms. Marcia Webb of the Olin Library staff to obtain access to the records. Tne documents listed in Attachment 1 are being transmitted today to the Olin L i b ra ry. As soon as the documents listed in Attachments 2 and 3 are duplicated, those which can be disclosed to the public, will also be transmitted to the Olin Library. You will be advised of the basis for withholding any documents to which you are denied access. Portions of Attachment 1 documents 58, 103, 137, 140, 149, 169, 172, 200, 242, and 284 have been deleted in order to withhold the social security numbers of individuals. Also, portions of document 162 have been deleted in order to withhold confidential salary statements of individuals. Because disclosure of the social security numbers and confidential salary statements would constitute ' Cearly unwarranted invasion of personal privacy, they are being uithhold from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations. Pursuant to 10 CFR 9.9 of the Commission's rcgulations, it has been determined that the formation withheld is exerpt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. Edward L. Halman, Director, Division of Contracts, Of fice of Administration.
