Dear Mr. Lee:
This is in further response to your letter of March 22, 1979, in which you requested, pursuant to the Freedom of Information Act, copies of NRC records concerning Marshall E. Deutsch, Louis W. Mead, Mead Diagnostics, Inc., and/or Thyroid Diagnostics, Inc.
Copies of the licensing records subject to your request viere sent to you on April 9.
I am enclosing herewith, as listed in Appendices A, B, and C, the inspection and investigation records subject to your request.
The charge for reproducing these documents is $.10 per page, and there are 537 pages enclosed. Therefore, please send a check for $53.70, made out to the
!!uclear Regulatory Commission, along with a copy of this letter to the Director, Division of Rules and Records, Nuclear Regulatory Commission, Washington, DC 20555.
Portions of the following documents have been deleted in order to withhold the names of individuals who have been exposed to radiation:
Appendix B Items 14, 20, 21, 22.
Appendix C Items 9, 10, 12, 38, 43, 54.
Because disclosure of the information would constitute a clearly unwarranted invasion of personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C.
552(b)(6)) and 10 CFR 9.5(a)(6) of the fluclear Regulatory Commission's regulations.
Copies of these documents with the exempt information deleted are enclosed.
Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest.
The persons responsible for this denial are the undersigned and Mr. John G. Davis, Acting Director, Office of Inspection and Enforcement.

This denial may be appealed to the Commission's Executive Director for Operations within 30 days of the receipt of this letter.
As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial FOIA Decision."
