S mmary of activities performed:

Assigned to 4-12 shift, I

Environmental Monitoring Team.

Duties included radiological environmental monitoring completely around TMI out to about 20 siles.

The conitoring included routine direct radiation measurements, air, soil, vegetation, and water sampling.

Included also was the tracking of active plume emissions fro TMI and direct measure =ents of ground level radiation l

in the plumes and measurements of the caximum concentrations of air particulates and iodines in the plumes by collection of air samples at the point in plume of maximum direct radiation reasurecents at ground level.

These surveys were coordinated with ARMS flights for maximum effectiveness.

The recults of direct field measure =ents were transmitted promptly by radio coded =essages to the central control at NI for the NRC-IE Environmental Menitoring Team.

Samples were delivered to the NRC-IE obile laboratory for analysis.

Survey duties were coordinated with DOE survey teams. Other duties included recording survey results in the NRC-IE Certral Control for environ =entsi monitoring. Also, obtained and recorded survey results of DOE teams, obtained and recorded meteorological data from Unit 1, TMI. Assisted in maintaining a log book account of events.

Plotted graphs of various parameters, including in-plant monitors and environmental survey results and provided this same information to NRC-NRR Central Centrol and IE Central Control, as well as providing various other information upon request and routinely to these field groups and NRC-IE:HQ.

-- e of information with various other agencies including such activities as coordination of escorts for shipments of radioactive esterials contained in reactor coolant samples which were transported by the Air Force.

Comments on licensee operations:

I had only limited contact with the licensee organization.

From my point of view, it seemed that there were unduly lcng delays in accomplishing i

any given operation.

There may have been valid reasons for thia, but I was not in a position to =ake j udgments as to the justification.

Cot =ents on N3C operations: The Environ = ental Monitoring Teas perfor=ed well in tracking and monitoring plumes and collecting the necessary samples to assess environmental impact, and l

potential doses to the public and others.

There was some j

evidence of the need for better ccc=unications between on-site l

and off-site NRC perscnnel and between off-site NRC groups.

j The Environ =eatal Monitoring Team seemed to be the focal point j

for inquiries for all types of information. Although this function was performed well, it did place an extra burden on the group in an area that was not really their recponsibility.
