THREE MILE IS LAND RADWASTE SHIPMENT SUMMAM
' Summary of Shipment humbers:
79-34 and 79-35 Secuence of Events:
Dudng April 1979, Metropolitan Edison Company contracted wi:S chemica_
Nuclear Systems, Inc. (Chem Nuclear) to solidify and ship radioactive waste frc= Three Mile Island Nuclear Station.
The process involved solidifying radioactive waste that had been concentrated in the Unit 1 Reactor Coolant Evaporator.
These concentrates are stored in the Unit 1 Concentrated las: t Stora; Tanks (CWST) prior to solidification.
During the week of April 1, 1979 concentrated waste fro TMI Uni:. wc=
solidified by Chem Suclear.
This was exc'usively Unit 1 waste.
During thi; process, the "/." Concentrated Waste Sterr.ge Tank (CWST) was emptied by Apr _
c.
2979. Concurrent with this solidification process, the Reacter Coolan:
Evaporator was being operated to concentrate wastes from the'TM1 Unit 1 Miscellaneous Waste Storage Tank.
The evaporator bottoms resulting from tP _
processing were placed in the "B" CWST.
Onca the "A" CWST was emptieC Spril 6, 1979), the contents of the "B" CWST were to be sent to the ' A" CWS.

The "A" CWST was sampled at 2245 on April 6, 1979.

e resul-of this review concluded that the solidification, transportation, cr-dispo: 1 of the concentrated waste could be performed within Me -Ed Cher Nucler State and Federal regulations.
Based on this conclusion, solidift catior of the contents of the "A" CWST commenced on April E, 1979.
The waste was solidified in 195 cubic food liners.
On April 8. 1979 Container Number C-31 was filled and solidified, and on April 9, 1979 Cont-Number C-J2 was filled and solidified.
The liners were in Chem Nuclear 1 -
shipping casks.
After completing all appropriate documentation and gaining proper shipping approval, both liners and casks (shipping number 79-34 and 79-35) left the Three Mile Island Site on April 9, 1979 enroute to Earnwell.

Subsequent to shipping the containers, the Radioactive Waste Er ineer s
discovered in the late afternoon of April 9, 1979, that there was a possib__
_y that rome of the concentrates solidified in Containers No. C-31 and C-32 cc have originated from TMI Unit 2 water.
Realizing that the Covernor of Soutr Carolina had imposed a restriction on receiving TMI Unit 2 wastes, action s_-
taken imn.ediately to return the shipments to the TMI Site.
Chem Nuclear representat_ve (Ted Holman) was contacted during the ever-3 of April 9, 1979 and was old to lo.1d the shipments pending final verifica:;
that some of the wastes contained concentrates originating f rom TMI Unit 2.

a, review of operator logs showed that some water sent irom unit '. to Unit -
were evaporated in the R.C.
evaporator producing evaporator concentrates that might have been part of the contents of Containers C-31 and C-3E.
The shipc.ents were ordered back during the evening of April 9, 1979.
Attached i. s the routing used by the trucks during this shipment.
One shipnent had reached Garysburd. North Carolina and the second reached Lumbc:
North Carolina before they were ordered by Chem Nuclear to return to the P
Site.
Both shipments arrived back on site April 10, 1979.
Realizing that Barnwell. South Carolina burial ground was pot available for disposal of th:-
solidified waste every effort was r,ade to ship the containers to Richlar.d.
Washington radwaste burial facilities.
On April 17, 1979 after gaininc all appropriate burial ground owner, state arj federal approvals, shippir.; contc-ers No. 79-34 and 79-35 were shipped to Richland, Washingtor..
