NUCLEAR REGULATORY COMMISSIC:J 5
}
W ASHINGTON. O. O. M555 April 27, 1979 Note to Dennis Crutchfield, NRR/PSB RECORD OF ACTIONS-TMI-JEROME SALTZMAN March 28 About 3 pm talked to American Nuclear Insurers (ANI) about acc'. dent information received to date.
Learned from John Quattrochi (iiability insuance underwriters) that AMI had about the same information we bad in AIG. We agreed to keep in close contact.
Upper management of pools were in N.Y. attending an annual meeting but were also in contact with the situation.
March 29 About 9:15 a.m. dis' ussed recent events with John Quattrochi at ANI.
c Quattrochi said the pools were considering having a " presence" at TMI representing the nuclear liability insurance interests and asked our views. We said that such a " presence" seemed reasonable given what we understood to be the present state of affairs at TMI.
In reply to an inquiry as to whether any iodine in milk had been detected by the State of Pennsylvania, I said that we had not heard of any by that time but that I would inquire further. As a follow-up I asked Wayne Kerr and Joel Lubenau (SP) to keep me informed of iodine readings.
March 30 At 8:45 Lubenau reported to me that of seven samples taken six were clearly negative for increased iodine and one originally considered positive was now considered negative.
This informatio I passed on to Charles Bardes, VP, ANI at 9:00 a.m.
Bardes informed me that personnel from the pools including Joseph Marrone, General Counsel or ANI had been dispatched to TMI to prepare for setting up an office.
I reached Marrone at 11:00 a.m. in Harrisburg.
Marrone said that the pools were discussing with Metropolitan Edison a public announcement of the presence of pool personnel in the area to answer questions and if it comes to that, to pay claims.

. From 4:00-4:30 p.m. I discussed with Quattrochi in ANI's home office and Stradley at the ANI office in Harrisburg the setting up of a claims office.
In view of the Governor's recommendation it now appeared that claims would be received.
March 31 I talked to Bardes in Harrisburg at 9:30 a.m.
He indicated that the pools were discussing with Metropolitan Edison unnouncing that a claims office had been set up in Harrisburg to provide coverage for any bodily injury or property damage with respect to anyone who evacue.ed the area within 5 miles of TMI pursuant to the recommendation or o' der of civil authorities.
Claimants would be advised to keep recorde of reasonable expenses and they will be reinbursed.
I was informed 0/ the pools' per diem payments for evacuees (e.g., $50 individual; $9n husband and wife;
$90 with one kid) and of their intent to go to Hersney te make payments to the people who wished to leave the Hershey Arena to go to motels, etc.
At about 4:30 p.m. I talked to Marrone who said that at the end of Met Ed's press conference that morning, the pools' public announcement was read. While the pools do not expect bodily injury or aroperty damage claims from this event, they will pay for out-of-pocke evacuation expenses pursuant to the Governor's advisory.
April 1 Discussed at 10 a.m. with Quattrochi and Burt Proom (Gen 2ral Manager, ANI) the fact that the acols had started to make some payments for out-of-pocket expenses (about 310-12,000 by then). We discussed the reconci-lation of the numbers we were using to calculate the possible retrospective premium.
At 5:00 p.m. talked to Marrone.
He informed me that both the Commissioner and Deputy Commissioner of Insurance of Pennsylvania had been supportive and encouraging.
Business interruptions claims were starting to come in as were claims for other than those evacuated pursuant to Governor's recommendation. These claims would be held for later consideration.
Most inquiries received by phone.
If claimants seem to fit under Governor's advisory they're told to come in and fill out form.
They are asked to 256 235 i
show some evidence of who they are, where they live and their expenses.
Claims were being paid out for 5 days from March 29.
enclosed are mv original notes and logs from that period.
