Strcam Samples (a)
River sampics have been coUceted since 3/29/79.
(b)
River has been sampled at 4 locations daily wiQ two samples being composited -all results less than minimum detectable activity.
On 4/11/79 dropped to 3 locations (Brunner Island; Lancas ter Water I
Treatment Plant Intake; City Island). On 4/10/79 we dropped the City Island upstream sample to once a week. Starting 4/24/79, the Brunner Island sample will be sent to Las Vegas for analysis down to 10 picoeuries/ liter. The other two samples are being analyzed down to 75 picoeuries/ liter.

USGS started on 4/6/79 doing cross-section composite sampling at 4 locations -Harrisburg, Haldeman Riffle, Marietta and Conowingo.
One location, Haldeman, will be done twice a week, three once a week.
Analysis will be done by USGS Denver.
Results of first 8 samples (2 samples at 4 locations) show no Iodine 131 and no Tritium down to 200 picoeuries/ liter (minimum detection level of instrument).

Fish sampling was done the week of April 16,1979 by the Fish Commission and DER. The results are negative. Shellfish sampling will be done by the U.S. Fish and Wildlife Service and UER when river level drops sufficiently.
(e)
Maryland is doing daily composite at Holtwood and Conowingo.

Water Supply Samples (a) 16 surface water supplies within 20 mile radius sampled on Monday, 4 /2/7 9 '111 results less than minimum detectable activity.
(b) 57 public ground and surface supplies within 20 mile radius sampled on Tuesday, 4/3/79 - all results are negative.
(c) 11 trailer parks within 20 mile radius sampled on Tuesday, 4/3/79 - those results are negative.
(d) 39 public water surface supplies at potential evacuation centers within 50 mile radius have been sampled. Results are negative.

EPA has, since 4/6/79, been sampling composite finished water at Lancaster, Columbia and Wrightsville.
Results for 4/6 and 4/7/79 are negative. This effort was stopped on 4/10/79. Results were negative.

Collection of samples from private home wells in the area was discussed.
Decided that this is not necessary.

All drinking water on Tall is bottled (Diamond Pure Bottling Company). No need to sample this.

Waste Discharge Samples (a)
Waste discharge samples from T511 have been collected daily except 4/G/79, since 4/4/79 - week of 4/18/79 sampling was done once.
Daily sampling will continue through 5/4/79 - being analyzed by EPA gamma sean in Ilarrisburg. Twice a week sampling anticipated thereafter. We found 5 unexpected points of discharge.
Daily sampling of discharges and continuous samples - results through 4/8/79 are negative - all results showed no detectable activity at one half of the maximum permissible concentration. The Fish Commission assisted in the early part of this sampling effort.

EPA is making flow through sodium iodide detector available to us to use on the most important T311 discharge Outfall No. 001.
A monitoring building was constructed on 4/18/79.
Detector placed in operation on 4/25/79 and is being calibrated by EPA.

On-site inspections (twice a week) started week of 4/23/79. We sample storm water pond, industrial waste sump and one sewage tank at random.
Results through 4/11/79 have been comparable or lower than Slet Ed's.

Dye or turbidity drop will not be done - infra-red aerial photos not useable. ~

Sewage disposal being monitored on-site and off-site. Data comparison checks.
All DER samples negative. One T311 holding tank has some contamination.

Samples being analyzed by EPA and DER at Harrisburg; by EPA at 31ontgomery, Alabama and Las Vegas, Nevada; and by USGS at Denver.

In order to ranitor the cold shutdcwn and decentaminatien at Petropolitan Edison's Three Mlle !sland nuclear plant, ccnduct follow-up envircn ental irpact s tudies of the accident and igrave ronitoring at other nuclear power plants in Pennsylvenia, the Cecartrent of Envircn ental Fescurces needs the assistance frcm the federal gesernrent that is surrarized in this docurrent. This request assures that the Nuclear Fegulatory Cc. mission will centinue to provice the necessary level of cn-site sucervision over the cold shutdcwn and deccntamination operations to prevent actions by the licensee that e.ight adversely irpact on the envircncent and the state's citizens. It also assures tnat we will receive the support requested from the Department of Energy and U.S. EPA in the cttached letters.
