Provide real time review of available data and advise plant opera tions relative to proceeding with attempt to initiate natural circu-lation.

Provide real time review of available data and advise plant opera-tions of appror -iate actions to take in the event of unanticipated developments.

Mr. Herbein, or in his absence, Mr. Arnold, shall be the only individuals with decision-making authority, i.e.,

the only indivi-duals who may direct the plant operators to take specific action.
